    Since Montenegro joined SEPA in October 2025, average cross-border transaction costs have fallen from €73.40 to €6.15 - a 92% reduction confirmed in World Bank data covering October 2025 to January 2026. This structural shift materially lowers the operational cost of holding and transacting foreign-owned Montenegrin assets, particularly for EU-based investors managing rental income, property management fees, or intercompany transfers. Combined with Montenegro’s 9–15% corporate tax rate, SEPA membership strengthens the country’s position as a cost-efficient domicile for real estate holding structures.
